In cooperation with our cross-sector safety partners, Titan Security is monitoring the events around the City of Chicago’s 2023 St. Patrick’s Day Parade and River Dyeing, set to be held on Saturday, March 11. The following activities around the celebration are listed below along with additional festivities to be held on Sunday, March 12.
Road Closures
Beginning at 8:00 a.m. Columbus will be closed from Roosevelt to Monroe, along with the cross streets, until the end of the parade at approximately 2:30 p.m.
River Dyeing
Taking place on the Chicago River from approximately 10:00 a.m. to 11:00 a.m. between Columbus and State.
St. Patrick’s Day Parade
The Parade will begin at 12:30 p.m. starting at 700 S Columbus and will end at Columbus and Monroe at approximately 2:30 p.m.
*We will provide any updates as information becomes available and/or changes regarding the St. Patrick’s Day festivities.
Millennium Park Closures
The following areas of the Park will be closed to the public until 4:30 p.m. on Saturday, March 11:
- East/West Walkways
- Lurie Garden
- BP Bridge
- Cloud Gate
- North, South and Central Promenades
- Crown Fountain
- Wrigley Square
- North and South Boeing Galleries
- Jay Pritzker Pavilion; including the Great Lawn
The Millennium Hall Restaurant will open for business at 10:00 a.m. with tickets/reservations being required to enter.

Maggie Daley Park Closures
Partial closure of the park will start at 8:00 am and park will reopen at 3:00 pm or at the discretion of Chicago Police Department.
Iron barricades and mesh fencing will be utilized to restrict access to closed areas in the park. After the River Dyeing, the families with children will have access to the parade and playground areas by walking southbound on the west side of the park.
There will be restricted access to the playground. Children ages 12 and under, will be allowed into the playground at either the east or west entrances only with their parents or guardian.

Chicago Riverwalk Closures
All access points will be closed to the general public for all of Saturday, March 11 and will open as normal at 6 a.m. on Sunday, March 12. First Lady Cruises will be managing tour access at the Michigan Stairs and Columbus Ramp as needed.
Shammrock’n the Block Party
Old St. Patrick’s Catholic Church located at 700 W Adams Street in Chicago will be holding their annual St. Patrick’s Day party on Saturday, March 11 from 11:30 a.m. – 5:30 p.m.
Archer Avenue St. Patrick’s Day Parade
The Archer Avenue parade steps off at 12:00 p.m. on Saturday, March 11 at Archer Avenue and Oak Park and proceeds east on Archer to Narragansett. The parade is expected to conclude at 2 p.m. and will benefit the Daniel Golden CARE Trust, a fund set up to cover ongoing recovery and rehabilitation for CPD Officer Daniel Golden.
South Side Irish Parade – Sunday, March 12
The South Side Irish Parade steps off at noon at 103rd and Western Avenue, marching south to 115th and Western Avenue. Parking restrictions in the area begin at 8 a.m. and will remain until 3:30 p.m. on Sunday, but anyone parking in the area that day should read signage before parking. Expect parking restrictions on both sides of the street from 103rd to 112th Streets along Western Avenue. The staging area is located on Western Avenue from 99th to 103rd Streets and Bell to Maplewood Avenues. Street closures along the parade route as well as the staging area begin as early as 9 a.m. The parade is expected to end at 3 p.m., the disbanding area is located on Western Avenue from 115th to 119th Streets. Northwest Side Irish Parade – Sunday, March 12
The parade steps off at noon at Onahan School, at 6634 W. Raven St. proceeding south on Neola Avenue to Northwest Highway and north to Harlem Avenue in the Norwood Park neighborhood. Northwest Highway will be closed to vehicles at 9am. Parking restrictions are in effect along the route beginning at 7 a.m. and continue through 1:30 p.m. Both sides of the street on Neola, Raven, Northwest Highway, Normandy Avenue, Imlay, Neva, Palatine and Natoma along the route will be affected. From a high-level perspective, the greatest emerging problem facing homeland security and emergency management professionals is not any single challenge but rather the speed of emerging challenges. Taken in isolation, there may be an argument to be made that any individual risk or hazard is the greatest threat facing U.S. homeland security professionals. Strong and valid cases could be made for climate change, the opioid epidemic, violent crime, malign foreign governments, foreign terrorist organizations, or domestic violent extremists to be the single greatest emerging challenge.
Yet, ultimately, it is the pace and tempo of these evolving and metastasizing challenges which represents the greatest strain on our national emergency management and homeland security enterprises. Rather than a single hazard emerging as the clear and present danger which must be addressed, it is rapidly emerging patterns of change which pose the greatest strain on the current structure. Frequently magnifying these challenges is an obsolete warning network based on outdated predictive modeling.
The challenge is, in essence, a more rapid evolution of threats than of mitigations. This disparity impacts organizations regardless of sector – private, public, or nonprofit. This same mismatch was cited by panelists in the recent Center for Homeland Defense and Security (CHDS) webinar “America in 2023 and Beyond: Changes in the Homeland Security Landscape.” Rather than citing a single isolated issue or challenge that provided the most concern – particularly for professionals working in an all-hazards environment – panelists focused on the rapidly evolving threat landscape.
Just a handful of concrete examples help to make this “meta-challenge” all the more clear:
- Due to climate change, both public-sector and private-sector entities are struggling to predict weather patterns which are evolving so quickly as to make formerly reliable models completely obsolete. - Due to inconsistent reporting from jurisdiction to jurisdiction, the Federal Bureau of Investigation (FBI) national-level crime data is seriously lacking in accuracy. - Due to a range of issues including political expedience and intelligence failures, the enterprise has failed to address the rapid re-emergence of domestic extremist groups – in particular Racially or Ethnically Motivated Violent Extremists (RMVEs). As these examples readily display, it is not merely a lack of information that is hampering effective planning and mitigation efforts to address these challenges, but also outdated methodologies and datasets. Decision makers are therefore faced with obsolete information in an accelerating change environment – a two-headed monster which foretells a very challenging future indeed.
All is not gloom and doom, however. The homeland security enterprise has rapidly evolved before, driven by rapid shocks and emerging threats. The lasting outcome of today’s premier challenge will depend on the enterprise’s ability to do so again – rapidly and systemically. Successful adaptation will rely on recognizing the threat posed by rapid change to the status quo, and establishing effective information streams to plan and act accordingly.

Protests or Demonstrations Related to Tyre Nichols Video
Titan Security has continued to monitor the situation in Memphis, Tennessee, where five former police officers have now been charged with 2nd degree murder in the death of Tyre Nichols. A video of the incident is anticipated to be released to the public on Friday, January 27. Several small demonstrations took place over the weekend, including at Chicago Public Safety Headquarters (3510 S Michigan). A group will also gather at Federal Plaza on Monday, January 30 (see above).
In an abundance of caution, the Chicago Police Department (CPD) has taken a number of proactive steps, including assigning extra personnel to the central business district and to retail corridors, and alerting officers to possible 12-hour shift assignments.

Winter months present additional hazards that are typically not factors during warmer weather – specifically, slip and fall concerns. With snow and ice-covered conditions, you run the risk of taking major falls, which can lead to serious injuries. Here’s tips to keep in mind to avoid slip and fall accidents during the winter months.
Prevention
Education is essential in preventing winter weather-related injuries. Consider the following recommendations to prevent slip and fall injuries during the winter months:
- Wear the proper footwear that provides traction on snow and ice. Footwear should be made of anti-slip material; avoid plastic and leather-soled shoes or boots.
- Exercise caution when entering and exiting vehicles, and use the vehicle for balance and support.
- Try to walk only in designated areas that are safe for foot traffic. If you notice that a walkway is covered in ice, walk on the grass next to the sidewalk, which will have more traction.
- Avoid inclines that are typically difficult to walk up or down as they may be more treacherous in winter conditions.
- Take small steps to maintain your center of balance, walk slowly and never run. When possible, walk with your hands free to maintain your balance. And despite the cold temperatures, avoid putting your hands in your pockets. This will help you better maintain your balance and allow you to break a fall should you slip.
- Use handrails, walls or anything stationary to assist in steadying your feet.
- Look ahead to the path in front of you to avoid hazards.
- Test a potentially slippery area before stepping on it by tapping your foot on the surface first.
- Remove debris, water and ice from all working walkways.
- Steer clear of roof edges, floor openings and other drop-offs to avoid slipping hazards.
- Sand or salt surfaces covered by ice or snow to provide traction.
- Dry your shoes or boots on floor mats when entering a building.
- Report trip and fall hazards immediately to your supervisor.
- Seek shelter immediately in the event of severe weather conditions.
If You Begin to Slip…
- Twist your body and roll backward to avoid falling forward and injuring your face.
- Try to relax your body when you start to feel your legs give way.

The National Weather Service (NWS) has issued a Winter Storm Warning for the Chicagoland area.
The Warning is in effect beginning Thursday, December 22 at 12:00 PM CST until Saturday, December 24, 6:00 AM CST. During this time, blizzard conditions are possible with winds potentially gusting as high as 50 miles per hour and up to 6 inches of snow.
Falling and blowing snow may result in white out conditions with zero visibility at times, making travel extremely difficult. Additionally, wind chills may reach as low as 25 to 35 degrees below zero during the height of the storm. Wind chills of this magnitude can cause frostbite on exposed skin in as little as 20 minutes.
If you must travel, please take additional time to prepare for the weather conditions and use caution. Travel is expected to become very difficult as roadways may become snow-covered and slippery leading to unfavorable conditions. Visibility will also be sharply reduced during snowfall in specific areas.

As a part of larger cross-sector safety efforts across the region, the CPPTF meets monthly to discuss issues relevant to multiple agencies and businesses.

- Chicago Police Department (CPD) 1st District: recent special event frequency down with the season; noted upcoming protests and demonstrations; preparation for New Years Eve underway
- Chicago Police Department (CPD) 12th District: violent crime flat month-to-month; special event tempo down
- Chicago Police Department (CPD) 18th District: Mag Mile parade successful; NYE preparedness underway; crime down slightly overall, retail theft up
- Chicago Police Department CPIC Fusion Center: provided initial summary of rifle attack on power substation in North Carolina on 12/03
- Office of Emergency Management and Communications (OEMC): continues to lead city efforts on incoming buses of migrants/asylum seekers; planning underway for NASCAR race in July
- Chicago Fire Department (CFD): pushing winter safety tips including carbon monoxide risk and house fires; new public education coordinator Paul Lea introduced to task force
- Cook County Emergency Management Regional Security (CCDEMRS): Latesha Tubbs has joined agency as planning and preparedness manager
- Department of Homeland Security (DHS): continuing with site security assessments; multiple virtual training opportunities available, including active shooter scenarios
Other Updates
- Meeting held via videoconference with approximately 30 attendees
- No fireworks display along Chicago River this NYE; Navy Pier will have fireworks on night of December 31
- CPPTF will be resuming in-person task force meetings beginning in 2023
- A number of subcommittees and working groups will present updates in January
